The Evangelical Home Foundation Palatinate is a diaconal support of currently 14 institutions of child and youth welfare (youth welfare centers, children's and youth homes), addiction aid (specialist clinics for alcohol and drug addicts, addiction counseling centers), rehabilitation (rehabilitation facility and workshops for people with disabilities ) and work and integration aids (specialist services, assisted living) at around 70 locations in the Palatinate.

Establishment, purpose and legal form

In the area of ​​the Evangelical Church of the Palatinate (Protestant Regional Church) , essential diaconal activities until 1967 were combined in the relief organization of the Palatinate Regional Church. In 1967, expansion and change in the tasks of the Diakonie led to a restructuring, in the course of which the Diaconal Work of the Evangelical Church of the Palatinate was created as legal successor . At the same time, the regional church established the Evangelical Home Foundation Palatinate on January 1, 1968 and assigned it to sponsor the facilities previously operated by the aid organization.

The foundation's mandate and purpose are laid down in both the Establishment Act and the Articles of Association. “The purpose of the home foundation is to maintain homes that serve to carry out the diaconal mission of the church”. Law and statutes allow the diaconal mandate of the Evangelical Home Foundation Palatinate to be flexibly adapted to the changing social tasks.

The foundation was established as a church foundation with legal capacity under public law . It complies with the provisions of the Foundation Act for Rhineland-Palatinate and has been approved by the state government. On the one hand, this legal form offers the necessary independence with a clear internal structure; on the other hand, the Evangelische Heimstiftung Pfalz appears to the outside world as a reliable partner, especially where it acts as a borrower, recipient of public grants or remuneration for the tasks it has taken on.

The foundation supervision is incumbent on the Evangelical Church of the Palatinate (Protestant regional church), whereby the foundation is to be described under foundation law as "church-related" foundation. This is expressed in particular by the provision in the statute that the foundation council includes the department head for diakonia in the regional church council, another representative of the regional church council and seven other members, of which at least 4 must belong to the regional synod. The tasks of the foundation are also determined or approved by the regional church.

The foundation is a member of the Diakonisches Werk Pfalz and is represented by this as a central association. The Evangelische Heimstiftung Pfalz is recognized as a non-profit organization by the Speyer tax office.

Employee

The Evangelical Home Foundation Palatinate currently employs around 1000 people in its facilities. They mainly belong to social and medical service professions (educators, social workers, social pedagogues, qualified pedagogues, doctors, psychologists, therapists, nurses and teachers ). In addition, almost 500 people with a mental illness or disability (WfbM employees) are employed in the workshops for people with disabilities.

In its facilities, the foundation offers young people the opportunity to get to know a diaconal field better in a voluntary social year or during an internship. Most of the facilities are also recognized as deployment sites for the federal voluntary service . The Evangelical Home Foundation Palatinate sees itself as part of the entire Christian church and its work as part of the tasks assigned to this church. Identification with the foundation's Christian values ​​is therefore a prerequisite for employment with the foundation.

Facilities

The individual institutions are legally dependent. They are represented by the organs of the foundation. In the operational area, on the other hand, the facilities are largely independent through the clear delegation of responsibility and competencies. Due to the legal form, their competences are restricted by some carrier reservations.

Economically, all facilities are run independently. Annual financial statements with a profit and loss account and balance sheet are drawn up for each institution. These financial statements are audited by independent auditors.

In terms of the EKD's Employee Representation Act , the institutions of the organization are independent offices with their own employee representatives.

Child and Youth Services

The home is the contact point for the youth welfare office and the police and also maintains a mother-child house for up to 6 mothers with their children.
