Füzuli ( Armenian Վարանդա , Waranda ) is the capital of the Füzuli district in Azerbaijan . It lies in the internationally unrecognized Republic of Nagorno-Karabakh , in which it is administered by the Hadrut Province . According to Nagorno-Karabakh, the place had 70 inhabitants in 2005.

By 1989 the city had a population of 17,000. After the Nagorno-Karabakh conflict escalated in 1990, it was conquered by Armenian-Karabakh associations in 1993 and has been occupied since then. The Azerbaijani people fled. Azerbaijan still regards Fuzuli as a city, unlike the Nagorno-Karabakh Republic.
