Statements from the IHK and HWK are usually free of charge . However, their consultants are not entrepreneurs themselves and can hardly bring their own experience as entrepreneurs to the table. Nevertheless, funding providers set certain quality criteria. The expert opinion should not only relate abstractly to a written business plan. But also take into account interview impressions, founding motivation and founding personality.

Until the introduction of the start-up grant on August 1, 2006, this also applied to the funding of the so-called Ich-AG . In a business instruction issued at the time, the Federal Employment Agency made it clear that it could not function as a competent body due to a lack of capacity. Qualified positions for business start-ups according to § 93 SGB III are not to be confused with qualified positions according to § 177 SGB ​​III, which certify education providers for the education voucher and other measure providers according to the Recognition and Admission Ordinance (AZWV) .
