The county Fenghuang ( Chinese  凤凰县 , Pinyin Fenghuang Xiàn ) is a circle of Autonomous District Xiangxi Tujia and Miao ethnic groups of the northwest of the Chinese province of Hunan . In 1999 it had 365,694 inhabitants.
