The Filmbüro Nordrhein-Westfalen (Filmbüro NW) is a non-profit, registered association with the aim of promoting film culture in North Rhine-Westphalia . Filmbüro NW has existed since 1980 and is based in Cologne (until the end of 2008 in Mülheim an der Ruhr ).

Club structure

The association currently has around 200 members: filmmakers, producers, directors, film journalists, film editors, screenwriters, cameramen, distributors, cultural sponsors and others. As the highest body, the general assembly elects a seven-person board each year to represent the association. This board consists of Torsten Reglin, Anna Ditges, Melanie Andernach, Christian Fürst, Bettina Braun, Stefan Höh and Markus Sehr (as of November 2017). Any filmmaker who wants to support the association's goals can become a member.

Film funding

Filmbüro NW selects the committee members for the cultural film funding of the state of North Rhine-Westphalia (2007 and 2008: approx. 1.5 million euros) in the North Rhine-Westphalia Film Foundation . This procedure, which has been practiced for over twenty years, works as follows: For each of the three production and sales meetings in the year, a new committee of three professional experts from the film industry is put together, who may not have participated in the committee in recent years and no application is made during the current funding period submitted. The three filmmakers should come from different professional groups (e.g. producer, director and documentary filmmaker or - for sales - distributors, cinema operators and representatives from film cultural organizations), not be closely related, have different genders and not come entirely from North Rhine-Westphalia . This methodology is intended to ensure that funding applications are assessed solely on the basis of artistic-content quality and cultural relevance. Since every submitter has the option of submitting his project twice, he is not dependent on the constellation of people on a funding body. Continuity and in-depth knowledge of the North Rhine-Westphalian film industry are to be guaranteed by the supervisors of the committee from the Film Foundation.

In addition, the Filmstiftung has a “current pot” for urgent funding measures taken over from the film office, which can also be proposed through the film office NW.

All documents for submitting funding for cultural film funding can be found under "Production 2" in the Filmstiftung Nordrhein-Westfalen , which has been responsible for the funding type since 2002 financially and organisationally.

In the case of the newly created promotion of young talent in the Filmstiftung, some content-related regulations were positively influenced by the board of directors. However, applications for young talent can still be submitted to the Production 2 committee.

Networking

The Filmbüro represents its members in terms of film and media policy in the state and federal states. The film office has one seat each in the State Media Authority (LfM) and in the Broadcasting Council of West German Broadcasting (WDR), which is managed together with the two other film associations in North Rhine-Westphalia - the producers' association and the VFFV. The Filmbüro also currently represents, through its chairman, the Media and Film Section on the Board of the NRW Cultural Council , which is headed by Federal Minister a. D. Gerhart Baum developed as an important mouthpiece in North Rhine-Westphalia's cultural policy. In addition, the film office is represented at the "round table", which discusses current issues in the media landscape of North Rhine-Westphalia with the state government. There is a lively exchange with the Filmkultur NRW network, which mainly represents festivals and film workshops in the state. At the federal level, the film office is a member of the Federal Association of German Films (BuFi), the umbrella organization for all film cultures.

The Filmbüro has an extensive archive from 22 years of independent sponsorship in the State Archive of North Rhine-Westphalia . The independent funding activity was terminated in 2002 at the instigation of the then state government.

Events

In addition, the Filmbüro has been holding events on current media topics since 2006, which address the area of ​​tension between the autonomy of filmmaking and the demands and needs of the market. In April 2006, for example, an event on the topic of “Television of the future? Handy TV, IPTV and other new forms of distribution ”in cooperation with the Cologne Academy of Media Arts (KHM). On November 3, 2006, the symposium "Making films continuously - how does it work?" On December 3, 2007, the Filmbüro discussed the fantastic cinema as part of the “The Demonic Screen” panel.

In addition, the Documentary Film Initiative (dfi) organizes events such as workshops, film series and symposia on documentary filming at Filmbüro NW and acts as the publisher of its own book series on documentary film.
