Aircraft noise protection officer

An aircraft noise protection officer is a professional position in public administration or at a major airport .

tasks

The tasks of an aircraft noise protection officer include, among other things

  • Evaluation of the airport's statistical noise reports
  • Noise reduction suggestions
  • Help develop procedures and techniques for take-off and landing
  • Processing of aircraft noise complaints
  • Management of the Aircraft Noise Commission (e.g. on the basis of Section 32 b of the Aviation Act )

At some commercial airports, these tasks are distributed among several people. Aircraft noise complaints in Frankfurt am Main are not dealt with by an authority, but by the airport itself. Participation in the aircraft noise commission is also regulated differently. For example, "the state of Brandenburg (also a shareholder of FBB GmbH ) voluntarily decided to delegate this task to one of the heavily affected districts". In Hamburg, nighttime flight movements are directly monitored by the aircraft noise protection officer.

Aircraft noise protection officers should have the necessary knowledge about aircraft noise and the applicable laws and ordinances to protect the population from aircraft noise. Relevant laws in Germany include the Law on Protection against Aircraft Noise and the Aviation Law.

position

The aircraft noise protection officer can be employed or commissioned by various institutions. These can be:

  • the authority responsible for the approval of the commercial airport
  • the environmental agency
  • the operator of the airport

He must not be hindered in his work and not disadvantaged because of the fulfillment of his duties as an aircraft noise protection officer. The position of the aircraft noise protection officer is regulated in Germany by service instructions; there is neither a legal obligation to appoint or appoint a specific person, nor a binding definition of tasks.
