In 1864 he received further accreditations from Tsar Alexander , King of Denmark and from Charles XV. (Sweden) . On November 7, 1864, Benito Juárez informed the Congress of Mexico that diplomatic relations with the European governments had been interrupted due to the second French intervention in Mexico. Francisco Serapio Mora was appointed ambassador to Austria-Hungary by Maximilian I on December 8, 1866 . After Maximilian was fusilized on June 19, 1867, relations were broken off by the Habsburgs .
