Francisco Sosa Wagner

Francisco Sosa Wagner (* 1946 in Al-Hoceima ) is a Spanish lawyer and writer. In the European elections in Spain in 2009 he was elected to the European Parliament as the top candidate of the Unión Progreso y Democracia party.

Life

The son of a civil doctor spent his childhood in Melilla until the family settled in Valencia in 1957 due to the independence of Morocco . In this city he began his law studies, where he received his doctorate in 1971 after research stays in Tübingen and Rome . He initiated his academic career as assistant to Professors Eduardo García de Enterría in Madrid and Ramón Martín Mateo in Bilbao . In 1976 he became a professor at the University of Oviedo . Even before the transition to Spain , he began to be politically active and thus became a member of the Socialist People's Party ( Partido Socialista Popular ).

In 1981 he became a member of the Commission of Experts, chaired by Eduardo García de Enterría, whose task it was to design the political and administrative decentralization of Spain, which would then lead to the formation of the autonomous regions ( comunidades autónomas ). The victory of the Spanish Socialist Workers' Party (PSOE) in the general elections in 1982 led him to the post of Ministerial Director in the Ministry of Public Administration, where he worked between 1982 and 1987. At this time he also took part in the drafting of the national constitution of Asturias .

Since the 1980s he has been professor of public law at the University of León , where, among other things , he had to examine the master's thesis by José Luis Rodríguez Zapatero on the state constitution of Castilla-León .

After staying away from active politics for years, in 2007 he took part in various events of the newly founded party Ciutadans de Catalunya in Catalonia . On June 2, 2008, his candidacy for the European Parliament was announced in the list of Unión Progreso y Democracia , and then on June 7, 2009 he was elected as the only candidate of this party for the European Parliament. He is currently a non-attached member of the European Parliament and a member of the Committee on Industry, Research and Energy .

In October 2008 he was accepted into the International Academy for Comparative Law.

Works

His numerous publications cover various aspects of public law and European history. He has also published several novels and essays, including two volumes on the most important teachers of German public law, as well as a journey through public law of the 19th and 20th centuries in Germany. With his son, Igor Sosa Mayor, he has “The fragmented state. Austro-Hungarian Model and the Appearance of Nationalism in Spain ” .
