The French EU Council Presidency in the second half of 2008 marked the French Presidency of the Council of the European Union . On July 1, 2008 , the incumbent French President Nicolas Sarkozy became Chairman of the European Council . Foreign Minister Bernard Kouchner chaired the General Affairs and External Relations Council .
The Mediterranean Union was founded during the French EU Council Presidency . In addition, it coincided with several international crises such as the 2008 Caucasus conflict and the bankruptcy of the Lehman Brothers bank with the international financial crisis that followed . On January 1st, 2009 the Czech Republic took over the presidency.
