Friedrich Kitschelt (born October 24, 1957 in Cologne ) is a former ministerial official. Among other things, he was State Secretary in the Federal Ministry for Economic Cooperation and Development .

Life

Friedrich Kitschelt is a trained journalist. He studied sociology, economics and law from 1977 to 1982 at the Universities of Bielefeld and Cologne. In 1985 he received his doctorate in sociology in Bielefeld with the subject: The art of surviving. Reproductive strategies of fishermen in Jamaica . The theoretical frame of reference of the dissertation was based on Karl Marx and Rosa Luxemburg and developed a decision-theoretical model in the critique of these approaches.

Kitschelt worked abroad for more than twelve years. After a research stay in Jamaica, he worked for the German Society for Technical Cooperation (GTZ) in India from 1985 to 1989 , before moving to the Federal Ministry for Economic Cooperation and Development (BMZ) as personal speechwriter for Federal Minister Jürgen Warnke (CSU) in 1989 . After an assignment abroad from 1991 to 1995 at the German Embassy in Nairobi and a position as deputy head of the BMZ Central Evaluation department, he took over the management of the North-South Relations and Human Rights Policy department of the Federal Chancellery from 1997 to 2000 . He then acted as head of division at the permanent representation in Brussels and subsequently as European representative and head of the European division in the BMZ. From 2008 to 2010 Friedrich Kitschelt was appointed sub-department head for Asia, Southeast Europe and representative for Afghanistan. 2010–2013, he headed the Africa, Latin America Department as Ministerial Director; Global and sectoral tasks in the BMZ. Friedrich Kitschelt has been a permanent state secretary at the Federal Minister for Economic Cooperation and Development since January 2014. Friedrich Kitschelt is also chairman of the supervisory board of the Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, chairman of the board of trustees of the German Development Institute (DIE), member of the board of trustees of the Development and Peace Foundation (SEF) and a member of the planning committee of the Konrad-Adenauer-Stiftung .

Friedrich Kitschelt retired in April 2018. He switched to a position as a political, management and business consultant as well as a freelance expert. Kitschelt is married and has two children.

Controversy

In 2015, Der Spiegel reported that an employee of the BMZ was suing the ministry at the Cologne Administrative Court. The BMZ official accused the ministry management around Gerd Müller (CSU) of having urged department head Ursula Müller to retrospectively issue the plaintiff with a worse job reference. The aim was to get Gunther Beger to the post she was aiming for. Beger is a party friend and long-time employee of Gerd Müller. In May 2015, State Secretary Friedrich Kitschelt is said to have massively urged Ursula Müller to lower the grades of those affected. When Ursula Müller refused and informed the minister, she was transferred to Washington and Beger was promoted two steps as planned.

In 2015, the taz reported that some Pegida supporters who sought contact with the Dresden entrepreneur Reiko Beil wanted to exchange ideas with the Bundestag member Arnold Vaatz on the federal government's international efforts to combat the causes of flight. For the purpose of technical explanation it was intended that the programs should be presented by the responsible State Secretary. The appointment did not materialize, it was canceled due to severe criticism.
