The Joint Commission for Historical Watercraft GSHW e. V. is an umbrella organization of traditional German ships based in Hamburg . As an expert, the association recommends that the Federal Ministry of Transport approve ships as traditional ships. Similar to the private law organizations Deutscher Segler-Verband and TÜV , it is assigned certain sovereign tasks.

The GSHW in 1989 as G OINT S icherheitskommission for h istorical W asserfahrzeuge by the Association of German museum ships launched to the interests of the owners of German traditional ships responsible. Their practice of also carrying out chargeable journeys to maintain the ships was, among other things, by the operators of commercial passenger shippingattacked, who saw it as an economic competition for their events. They therefore called for traditional ships to be treated equally with regard to the applicable safety guidelines. On the one hand, this would have entailed considerable additional financial outlay for the mostly ideally oriented operators of traditional ships; on the other hand, it would have been practically impossible for many ships due to their structural peculiarities. This would have meant the end for various old ships.

In the course of the further development of the commission, the term security was dropped in the name and the GSHW defined itself according to § 2 (2) of its statutes as the umbrella organization of the traditional German ships. It is also perceived as such by the legislature . The AGDM, which was the largest member, left the GSHW at the beginning of 2012.

The German Federal Ministry of Transport, Building and Housing has issued a safety guideline for traditional ships in accordance with Section 6 (1) of the Ship Safety Ordinance in order to specify the requirements for the safety of traditional ships within the meaning of Sections 3 and 7 to 9 of the Ship Safety Act.

In this context, the legislature transfers legal responsibilities to the association in §§ 3 and 4 of the "Ordinance on the acquisition of sport sea and sport offshore vessels and the manning of traditional vessels" , e. B. in determining the special technical requirements for the qualification of skippers on traditional ships.
