Gaëtan Duval

Sir Charles Gaëtan Duval (born October 9, 1930 in Rose Hill , Plaines Wilhems district ; † May 5, 1996 ) was a politician of the Parti Mauricien Social Démocrate (PMSD) from Mauritius , who was Foreign Minister between 1969 and 1973, among other things.

Life

Duval joined the Parti Mauricien Social Démocrate (PMSD) founded in 1956 by Jules Koenig , which emerged from the Union of Mauricien , which was formed in 1946 and is one of the oldest political parties in Mauritius. In the elections of March 9, 1959, he ran for the first time for the then Legislative Council, but lost in constituency No. 29 Curepipe in second place Romriky Narain Ramswamy. In the elections that followed on October 21, 1963, he was elected in constituency No. 29 Curepipe was elected for the first time as a member of the Legislative Council of the then British colony of Mauritius and in the elections of August 7, 1967 in constituency No. 1 Grand River North West and Port Louis West as a member of the current Legislative Assembly . At the same time, he became chairman of the Parti Mauricien Social Démocrate (PMSD) in 1967 and held this position until 1995.

After Mauritius gained independence from the United Kingdom on March 12, 1968, Duval was appointed Foreign Minister by Prime Minister Seewoosagur Ramgoolam in 1969 as his successor and held this office until 1973, after which Prime Minister Ramgoolam took over this office again himself. In the elections of December 20, 1976, he ran for one of the three seats to be allocated there in constituency No. 4 Port Louis North and Montagne Longue again for the legislative assembly, but only took seventh place after the three successful candidates from the Mouvement Militant Mauricien (MMM) and three other candidates from the Independence Party and thus lost his seat in parliament. For his services he was beaten on February 24, 1981 to the Knight Bachelor and from then on carried the suffix "Sir". In the election that followed on June 11, 1982, he now applied for one of the three in constituency No. 1 Grand River North West and Port Louis West , but now only took fourth place after the three candidates elected from the MMM / PSM Alliance . However, he was the first of the so-called “Best Looser” to be awarded one of the four additional seats in the Legislative Assembly, so that he was again a member of Parliament.

In the early elections on August 21, 1983, Duval was chosen for the PMSD with the best result in constituency No. 17 Curepipe and Midlands re-elected as a member of the Legislative Assembly. On the day of the election, Prime Minister Anerood Jugnauth appointed him Deputy Prime Minister in his government on August 21, 1983, and held this office until December 11, 1988.

In the election of August 30, 1987, he was named with the best result in constituency No. 20 Beau Bassin and Petite Riviere re-elected member of the Legislative Assembly. In the subsequent elections on September 15, 1991, he now applied for one of the three in the constituency in constituency No. 16 Vacoas and Floreal seats, but only came fourth after the three candidates from the Alliance MSM / MMM . However, he was awarded one of the four additional seats in the legislative assembly as the second of the so-called “best loosers”, so that he was again a member of parliament. In the elections of December 20, 1995 to the National Assembly established on March 12, 1992 by the establishment of the Republic of Mauritius, he ran for the Parti Gaëtan Duval named after him in constituency No. 17 Curepipe and Midlands for one of the three seats to be awarded there, but this time again only achieved fourth place after the three successful candidates from the Alliance Parti Travailliste / MMM . However, he was the first of the so-called “Best Looser” to be awarded one of the four additional seats in the legislative assembly, so that he was again a member of parliament. He was a member of this until his death on May 5, 1996.

His son Xavier-Luc Duval was also Vice Prime Minister between 2014 and 2016 and has served as chairman of the Parti Mauricien Social Démocrate (PMSD) since 2016 and as leader of the opposition in the National Assembly.
