Local authority (Austria)
Local authorities are in Austria
- the covenant ,
- the countries and
- the municipalities (according to Art. 116 para. 1 B-VG )
There are no separate regional authorities at the district level. To guide the district administration which are statutory towns and the district administrations appointed.
The Supreme Court has characterized local authorities as follows:
“Local authorities are legal entities under public law that include all persons who have a local relationship with a particular area. The essence of a regional authority includes the submission of all persons who are in its territory. The regional authority thus has an administrative function to this extent. This distinguishes it from other public corporations, which only have to regulate certain matters of their members. Such public corporations are not subject to all persons who are in their district, only their members are subject to it. "
In terms of national accounts , the regional authorities also include:
- Community associations
- certain supranational organizations with a certain financial sovereignty , such as the European Union .
