The municipal council election in Graz 2017 took place on February 5, 2017 due to the dissolution of the municipal council elected in 2012.

Starting position

In the 2012 municipal council elections , the ÖVP emerged as the party with the most votes. She had clearly defended her first place with 33.74%, but suffered a loss of 4.63%. The KPÖ became the second strongest force in the local council and since June 2016, Elke Kahr has been the vice-mayor. Like the ÖVP, the SPÖ suffered heavy losses. It lost 4.43% of the vote and became the third strongest party with 15.31%. Her candidate Martina Schröck was elected Vice Mayor by the local council and remained so until her resignation in 2016. The FPÖ, on the other hand, gained 2.90% and obtained a total of 13.75% of the vote. The Greens came with a loss of 2.42% of the vote to a share of 12.14%. For the first time, the left-wing liberal pirate party was also able to make it into the Graz municipal council with 2.70%. The BZÖ, on the other hand, left the council with a loss of 2.97% and a share of 1.34% of the vote.

The regular elections would not have taken place until autumn, but were brought forward as there was no majority for the 2017 budget. In the municipal council there is free play of forces, the budget was supported at the beginning of the legislative period by a stability pact on which the ÖVP, SPÖ and FPÖ agreed. When the FPÖ terminated it due to a project at Thalersee, after negotiations with the KPÖ, the double budget for the following years 2015/16 could be secured through their approval.

For the election on February 5, 2017, the following parties were already qualified through their existing municipal council seats:

The necessary declarations of support had been collected by the following parties by December 30, 2016 and successfully submitted as nominations:

  • NEOS ( Niko Swatek ),
  • Saving power plant (Rainer Maichin),
  • Tatiana Petrovic
  • List WIR - Independent Citizens List Graz.

The WIR list should not be confused with a list of the same name that started in 2012.

Tatjana Petrovic was able to stand by the signature of a local council, the pirate Philip Pacanda.

The list 'The PARTY' did not make the necessary declarations of support.

Exit poll

After the early election day on January 27 , 2017 (a possibility for the citizens of Graz to vote outside of their polling station 9 days before the election), an exit poll survey was carried out on behalf of the ÖVP (the client was not visible to the participants) carried out. This saw the ÖVP at 33%, the KPÖ at 23% and the SPÖ, FPÖ and Greens at 14%.

After the chaos surrounding the presidential election in Austria in 2016 , this poll between the ballots was heavily criticized from various sides. For the ÖVP it served to mobilize its own ranks and to warn against a communist mayor.

The result brought a mandate gain for ÖVP and FPÖ, as well as a loss of mandates for the SPÖ and the Greens. In addition - this could only be confirmed on Monday after the postal votes were counted - a city council migrated from the SPÖ to the KPÖ. Thus, for the first time since 1945, the SPÖ is no longer represented with a seat in the city government. The pirates lost their only mandate, while the Neos were able to move into the local council with one mandate. On the basis of the official election results, the ÖVP began coalition negotiations under the Mayor of Graz, Siegfried Nagl .
