history

The Community for Democratic Elections (CDC) has the GUUAM organization as a kind of predecessor organization, which became the GUAM states after Uzbekistan left the country . The establishment of the CDC goes back to an initiative of the Ukrainian President Viktor Yushchenko and the Georgian President Mikheil Saakashvili . In the so-called declaration of Borjomi in August 2005 they declared the intention to establish a Community of Democratic Choice.

During a conference in Kiev on December 1st and 2nd, 2005 , the states of Estonia , Georgia , Lithuania , Latvia , Macedonia , Moldova , Romania , Slovenia and Ukraine signed the Kiev Declaration, which is the basis of the CDC. Delegations from Azerbaijan , Bulgaria , Poland , the Czech Republic , Hungary , the USA , some EU states and the OSCE participated as observers at the conference .

aims

The primary goal of the Democratic Election Community is to support the democracy movements in the Baltic-Black-Sea region. It regards itself as a forum for the mutual exchange of state and non-state actors. The aim is not only to improve the democratic movements in the member states and to improve cooperation with one another, but also to spread the processes across the entire region.

Vilnius Conference 2006

The CDC conference in Vilnius was attended by guests from Europe and the USA. The event was held under the motto "Common vision for a common neighborhood '( Common Visions for a common neighborhood ). Largely unnoticed by the Western European media, the conference in Russia and Belarus was recorded mainly because of the critical comments made by the American Vice President. Georgian President Mikheil Saakashvili announced at the event that the CDC would receive a fixed organizational structure in the medium term. However, no representatives from Macedonia or Slovenia were represented at the conference. In addition to the Lithuanian President Valdas Adamkus , the Polish President Lech Kaczyński hosted the event. A final membership of the CDC for the time being does not seem to have been determined.
