The Generalgouvernement Lublin was an area of ​​the Russian Empire conquered by the Central Powers during the First World War , which was administered under the supreme command of Austro-Hungarian General Governors based in Lublin .

On August 25, 1915, the Austro-Hungarian Army formed the General Government of Kielce , which from October 1, 1915 was named General Government of Lublin. It covered the southern parts of Russian Poland . On October 10, 1916, the German Chancellor Theobald von Bethmann Hollweg demanded the evacuation of the Austrian Generalgouvernement of Lublin and the creation of a joint administration with the German Generalgouvernement of Warsaw . However, this was rejected by the Austro-Hungarian Foreign Minister Stephan Burián von Rajecz . On October 18, 1916, an agreement was reached on uniform legislation and administration for the general governments of Warsaw and Lublin. As a result of the proclamation of the Kingdom of Poland on November 5, 1916, the gradual handover of the administration to Poland was planned. However, due to different ideas on the part of the German and Austro-Hungarian sides regarding the future role of Poland and Polish independence efforts, the establishment of Polish state organs stalled several times. It was not until the summer of 1917 that the first parts of the judiciary and education were released from the direct line of the occupation administration. The Governor General continued to intervene.
