Targeted poverty reduction

The concept of targeted poverty reduction (simplified Chinese: 精准 扶贫; traditional Chinese: 精準 扶貧, pinyin: jīng zhǔn fú pín) was first addressed by Chinese President Xi Jinping during his inspection trip to Xiangxi in the central Chinese province of Hunan in November 2013.

The Chinese government officially adopted the strategy for targeted poverty reduction in 2014. Chinese Prime Minister Li Keqiang said in the government's March 2014 accountability report, "Local governments need to pool resources to fight poverty ... and take targeted action to ensure aid reaches poverty-stricken villages and households."

Xi Jinping also said in his report of the 19th CPC Congress , "The struggle to solve key problems in overcoming poverty must be won with determination. ... The aim is to ... support the poor in a useful and precise manner and thereby liberate them from poverty. ... It is also necessary ... to carry out in-depth cooperation between the eastern and western areas in overcoming poverty and to focus on the task of overcoming poverty in the particularly poor areas in order to ensure that those classified as poor according to the applicable standards of our country Rural residents will be lifted out of poverty by 2020. "

Historical achievements

More than 700 million people have been lifted out of poverty in China since the late 1970s. The rural poverty rate fell from 97.5% in 1978 to 4.5% in 2016.

China's poverty reduction achievements were officially recognized by the UN as an exceptional achievement. French President Emmanuel Macron said on his visit to China that China lifted 700 million people out of poverty, and now the Chinese could come to Europe to do the same here. “This also applies to France, where we are confronted with mass unemployment and we have to give a large part of our population new prospects for the future. This is a challenge for the world that is experiencing a crisis of globalized capitalism today, because social inequalities and the concentration of wealth have grown steadily over the past few decades. "

At the end of 2017, the total number of Chinese people living below the poverty line was 30 million, the director of the Poverty Reduction Bureau of the State Council of China, Liu Yongfu, announced on January 5, 2018. This means that in the last five years the number of poor has decreased by two thirds, since in 2012 98.99 million people were still living in poverty. That means that in 2017 alone around 13 million people were lifted out of poverty.

Goals in the years to come

In 2015, the Chinese central government revised the poverty line and defined that people with an annual income of less than 2800 RMB (around 350 euros) per year live in absolute poverty.

Chinese President Xi Jinping called at a meeting in Chengdu in the province of Sichuan in February 2018 in view of the large-scale anti-poverty campaign for the next three years the following objectives:

  1. Creation of more jobs
  2. Improvement of the conditions in slums
  3. targeted economic policy measures to improve education and health in socially disadvantaged regions

By 2020 China wants to lift the last 40 million Chinese out of absolute poverty and ensure modest prosperity for all citizens.
