The border crossing Končulj ( Albanian  Vendkalimi kufitar Dheu i Bardhë ; Serbian Административни прелаз Бела Земља Administrativni prelaz Bela Zemlja ) is located in the southeast of Kosovo and connects it with Serbia . It is located on the main road to Bujanovac east of the town of Ranilug on the southwestern edge of the large municipality of Gjilan and northwest of the Serbian town of Končulj . In Kosovo the road is designated as M-25.3 , in Serbia as federal road 41 . Since Kosovo declared independence in February 2008, the border post has been the scene of violent clashes between Serbs and Kosovar Albanians on several occasions .

From Serbia's point of view, it is not an international border crossing, but merely a police checkpoint within Serbia.

On the night of December 4-5, 2012, Catherine Ashton announced that Ivica Dačić and Hashim Thaçi had agreed on joint border posts in the third round of talks on the customs conflict. The Končulj border crossing and the border crossings in Merdare , Jarinje and Brnjak should be managed jointly by the Serbian, Kosovar police and EULEX until the end of the year . In Jarinje and Merdare, the joint controls should start on December 10th.

The plan is to run the R 7.1 parallel to the M-25.3 from Lipjan to the Serbian village of Končulj via Gjilan .
