Principle of the unity of matter
The principle of unity of matter is a legal institution of the Federal Constitution of the Swiss Confederation . It states that there must be a factual connection between the individual parts of a voting proposal.
purpose
The principle of the unity of matter aims that “the voters can freely and undistorted form and express their political will”. Forcing citizens to respond with a single “yes” or “no” to multiple issues at once would be an obstacle to their political rights. The same applies in the opposite case, if a change in the subject matter of the law should be enforced using salami tactics .
Legal regulation
The principle of unity of matter for the partial revision of the Federal Constitution itself is expressly regulated . However, it is generally recognized and can also be found, for example, at cantonal level (for example Art. 59 Para. 2 lit. c of the Constitution of the Canton of Bern or Section 22 (3) lit.b of the Canton of Lucerne).
