Primary school support class

A primary school education class is only in Baden-Wuerttemberg existing school, the school-age , but from school children deferred during the year to school readiness to lead. Primary school support classes are attached to primary schools . Similar facilities in other German federal states are often called school kindergartens .

Statistical surveys

In the 2012/13 school year, there were 289 public primary school support classes at 245 schools in Baden-Württemberg with a total of 3930 children. For comparison: In Baden-Württemberg, 90 634 pupils attended primary schools. This means that around 4.2% of the children of compulsory schooling in Baden-Württemberg were enrolled in primary school support classes.

The national average is 13 children in each class. Most primary school support classes are half-day facilities. Boys are in the public primary school support classes with currently (as of the 2012/13 school year) 66% clearly in the majority compared to girls. 19% of the children cared for were foreign nationals.

The support and care time for a child should be 22 hours a week, with the joint support and care time being at least 13 to 15 hours. Individual funding as an additional and time-limited measure is possible.

Clientele of the primary school support class

These children have various developmental deficits, such as

  • Children with a general developmental delay
  • anxious inhibited children
  • Children with language deficits
  • Children who have difficulty dealing with their peers
  • Children with poor concentration
  • Children with little willingness to learn
  • Children who struggle with order and rules
  • Children with a lack of self-control
  • Children with fine and gross motor deficits

Not to be included against it

  • Children with disabilities for whom attending a special school or an inclusive schooling appears suitable
  • Children who only have deficits in command of the German language
  • “Can children” who should be encouraged

Admission to the primary school support class

There is no legal entitlement to admission to a primary school support class. Admission is based on capacity and urgency. Attendance is not compulsory; children who have been postponed can stay in their previous pre-school facility (e.g. kindergarten). In the School Act for Baden-Württemberg, however, attending the primary school support class is a target rule for children who are not yet capable of school. Children are enrolled at their place of residence or at the associated location of the primary school support class. There is no freedom of choice. The decision on admission is made by the school management of the responsible primary school in cooperation with the specialists in the primary school support classes, the cooperation teachers and the responsible advisory teacher. School aptitude tests, observations by parents and information from kindergartens are also used.

The elementary school support class does not act as a support instrument for “can children”. After a trial phase at a few selected schools, the primary school support classes have been closely interlinked with the local primary school classes since the 2003/04 school year.

The aim is to provide optimal support for the children, who can then also start primary school during the year if necessary.

Educational work

The primary school support class works holistically and represents a transitional form from playful learning in kindergarten to structured learning in school. It is intended to promote emotional, social, cognitive and motor skills. An individual development plan is drawn up for each child. The cooperation between the primary school support class and the primary school, the parents and other support institutions (e.g. occupational therapists , speech therapists , psychotherapists, early support centers, etc.) plays a major role.

The main focus is on social learning, language promotion , basic mathematical understanding, skills in creative design, experience of sport and play. A structured daily routine should also be practiced, which is then predominant in elementary school.

staff

The head of the primary school is also the head of the primary school support class. There is no specialized training for the staff in primary school support classes: They mainly employ trained teachers (58%) or educators (35%), to a lesser extent social pedagogues or staff with other training. Only 6% of the staff are men. The skilled workers are salaried employees, are paid according to the collective agreement and cannot, as is usual for Baden-Württemberg teachers, be employed as civil servants.

criticism

Criticism is directed primarily against the form of organization:

  • Schoolchildren are outsourced for one year, so they come into a new environment including new classmates and have to move back to a new facility with new classmates after one year of primary school support class.
  • The children who are not yet ready for school are collected in a facility. Parents in particular fear that children will not receive the best possible support as a result, but will instead orientate themselves towards problematic behaviors of other children.
  • The class size is relatively large with up to 20 children, so that really individual support seems questionable.
