Life

Halvorsen graduated as an electrician in 1968. From 1972 he worked as an electrician in his own company. From 1985 to 1994 he was a member of Heimevernet , the Norwegian reserve force.

Halvorsen was mayor of Åmli from 1979-1983 . In the local parliament of the municipality he sat from 1967 to 1983. Between 1975 and 1993 Halvorsen was a member of the Fylkesting of the then Aust-Agder province . From 1988 to 1992 he was vice-chairman of the Ap in his province.

In 1993 he was elected member of the Norwegian Parliament ( Storting ). He represented the constituency of Aust-Agder there until 2005. During his parliamentary term, he was a member of various committees (Defense Committee, Electoral Committee, Economic Committee).
