The Baltic Marine Environment Protection Commission (Helsinki Commission, HELCOM ) is an intergovernmental commission that works to protect the marine environment in the Baltic Sea region . The commission was founded by the Baltic Sea residents. It is based on the Helsinki Convention of 1992 , which came into force on January 17, 2000. This agreement replaced the Helsinki Convention of 1974 . HELCOM can only make recommendations, but cannot adopt resolutions or guidelines.
