Hans Popper (lawyer)

Hans Popper (born June 26, 1949 in Linz ) was director of the Upper Austrian regional health insurance fund from 2003 to 2010 .

Life

After graduating from high school at Khevenhüllerstraße in Linz and completing his military service, Hans Popper studied law at the Johannes Kepler University in Linz and received his doctorate in law in 1973. After the court internship in Linz and Salzburg , he worked from 1974 to 1977 as a university assistant at the Institute for Business Law with Ludwig Fröhler . On August 1, 1977, he joined the Upper Austrian Regional Health Insurance Fund (OÖGKK). In 1992 he was appointed deputy director, from November 24, 2003 until his retirement at the end of 2010, he was a senior executive (the formal designation for the director in the social security service law) of the OÖGKK. His time as director fell during the terms of office of the OÖGKK chairmen Helmut Oberchristl, Alois Stöger , Austrian Federal Minister of Health from 2008 to 2014 and Felix Hinterwirth. In addition to his work at the OÖGKK, Hans Popper received his doctorate in philosophy at the University of Klagenfurt in the field of "Organizational Development and Group Dynamics" and has been involved in academic teaching for decades. In 2009 the Art University Linz awarded him the title " Honorary Professor ".

Act

In addition to the managerial functions in the OÖGKK, Hans Popper has contributed to the further development of health care in Upper Austria and beyond. He set particular impulses in the area of ​​cooperation between the actors and institutions in the health care system and the further development of structural and process quality in the interests of customers and patients. The founding of the Austrian Society for Care & Case Management is exemplary in this regard .
