A harmonized service of social value (HDSW) is a telecommunications service for which, following a decision by the EU Commission, there is a specific social need. He can be reached in the European Union without dialing a number starting with 116.

Number assignment

According to the decision of the European Commission of February 15, 2007 (2007/116 / EG, OJ No. L 49), the member states ensure that certain numbers are reserved. These numbers are listed in the appendix to the decision. They may only be used by the services for which they are reserved. In addition, the member states ensure that numbers from the 116xyz range that are not listed in this appendix are not used. Furthermore, the number “116 112” may neither be assigned nor used by a service. The use of the service is free of charge for the caller, the called party pays for the use of the service. The service can be accessed by callers free of charge from all landline and mobile networks.

HDSW numbers may only be assigned by the national number administrations if the EU Commission has reserved such an individual number for a service in the list of numbers reserved for harmonized services of social value . However, the blocked emergency number is still protected; it can still be reached free of charge in Germany on 116 116, although it is not one of the harmonized services of social value.

Purpose of use

According to the recitals and Art. 2 of the Commission decision, harmonized services of social value are those that serve public services . You must contribute to the well-being or safety of citizens or certain sections of the population, or help citizens who are in difficulty. In addition, the service must potentially be of use to visitors from other countries. The prerequisite is that the service offers the citizen information , assistance or a reporting point (as well as combinations thereof). In addition, the service must be usable without prior registration and must not be limited in time; No payment may be required for use. Certain activities (advertising, entertainment, promotion and selling, and using the call to sell commercial services in the future ) are excluded during the call.

116 111 Hotline for children seeking help The service helps children in need of care and protection and connects them with services and resources; it gives children the opportunity to express their concerns, talk about their problems and find someone to talk to.

116 116 Central contact point for blocking electronic authorizations (not officially determined by the European Commission, so far only in Germany by the Federal Network Agency)

In Germany, the National Association of Statutory Health Insurance Physicians carries out the service, in Austria the service is not assigned.

116 123 Helpdesk hotline The service offers the caller a human contact who listens to them without prejudice. He provides emotional support for callers who suffer from loneliness, are in a life crisis or have thoughts of suicide.

In Germany, the Catholic Federal Working Group for Marriage, Family and Life Counseling, Telephone Counseling and Open Door eV performs the service, in Austria the Austrian Broadcasting Corporation .
