147 - Advice on the wire

147 Advice on Wire is an Austrian emergency number for children and young people . They can contact the emergency number 147 anonymously and free of charge around the clock with any concern . In addition, the organization operates a website with an online application for anonymous advice, an anonymous chat, a database with frequently asked questions and answers and a news area with current issues. The service also provides information and acute help for parents and caregivers of minors. Around 250 children and young people turn to the counseling service every day. 147 Advice on Wire is part of a European umbrella organization called Missing Children Europe .

history

On October 3, 1987, the ORF broadcast the first TV program, which was intended as an ombudsman for children and to protect the needs of the target group in Austria. The topics were initially in the public domain. The topics were z. E.g. poorly secured school routes or planned construction of playgrounds. The children and young people were able to communicate their concerns to the editorial team using a service number. After a short time, the calling children brought acute personal problems to the service phone. These calls required prompt, sensitive conversation. Telephone advice was installed. The service became the contact point for problems of children and young people. As of 1993, advice on wire was discontinued as a broadcast and individual help on the phone was expanded.

In 1997, the Federal Ministry of the Interior took on the sponsorship of Rat auf Draht , which expanded financial opportunities. From that point on, the service will no longer be financed exclusively by ORF.

After changing the number several times , Rat auf Draht received the new, simple number 147 for children and young people from the range of emergency numbers on September 15, 1999 . This meant a further improvement of the service, as a free emergency number it is not shown on the telephone bill, which can be an advantage in difficult family circumstances. Advice by email was added as a service in 2001.

From 2003 onwards, all federal states will participate in the financing of the "147 advice on wire" service. A separate homepage in 2005 and the conversion of email advice to a web-based application in 2007 guarantee the children and young people even more anonymity and confidentiality. Furthermore, a cooperation with Saferinternet.at and the initiative “Die Weisse Feder” is established. In 2008, parenting tips for adults will be added to the homepage. From this point on, various parenting guides will also be published.

"147 Advice on Wire" has been financed and operated by SOS Children's Villages since February 2014 . Since July 2015 it has also been located at the SOS Children's Village in Floridsdorf with 18 employees.

Awards

On November 15, 2001, Jörg Ruminak , former head of the ORF department, received the Great Decoration of Honor for Services to the Republic of Austria , and Michaela Cirka , former head of the service, received the Golden Sign of Merit of the Republic of Austria in order to build up advice on wire .

In 2009, Rat auf Draht received the Styrian children's rights award "TrauDi!"

Offer and services

A team of experts made up of 16 psychologists , educators , psychotherapists , social counselors and a lawyer offers children and adolescents comprehensive advice on almost all relevant issues for this age group. They accompany young people through difficult life situations and at the same time serve as an intermediary for other relevant services (public psychosocial network, etc.).

The Rat auf Draht website has a growing amount of helpful information for children and adolescents, as well as some psychological tests . The editorial team is regularly expanding the offer and is always dedicated to current topics in the form of news articles .

organization

The service has been carried out by an SOS Children's Villages non-profit organization since the beginning of 2014 . The financial resources are raised by a donation association set up by ORF and SOS Children's Villages and by SOS Children's Villages. The funding is supported by the Ministry of Social Affairs , the Ministry of the Interior and the Austrian federal states .

Together with SaferInternet Austria (protection and education for internet users) and the Stopline Austria (reporting office against child pornography and National Socialist re-use), the Rat auf Draht forms the “Safer Internet Center Austria”.
