Heinz Loquai

Heinz Loquai (born November 19, 1938 in Komotau ; died February 21, 2016 ) was a German brigadier general and from 1995 to 1999 a military advisor at the German mission of the OSCE in Vienna . Loquai retired in March 1999 upon reaching the general age limit.

He then became known to the public primarily for his criticism of the Kosovo war , of the then Defense Minister Rudolf Scharping and, in particular, of the horseshoe plan claimed by Defense Minister Scharping .

He himself had to end his post-retirement activity as a military advisor at the OSCE after the Federal Ministry of Defense intervened against a routine extension of his contract. On March 24, 2001, he received the Clara Immerwahr award from the IPPNW .
