Henry Richmond Droop
Henry Richmond Droop (born September 12, 1832 in Stamford Hill , † March 21, 1884 in London ) was an English mathematician . It is attributed to the development of the droop quota , which is used today in elections according to the system of single transferable votes . He may also have been the first to formulate what would later become known as Duverger's Law in 1869 .
