The German Higher Education Statistics Act is the basis of the federal statistics for the purposes of legislation and planning in the higher education sector and at professional academies as well as for the fulfillment of data delivery obligations under European law . Since March 1, 2016, it has also recorded the course of studies ( Federal Law Gazette I p. 342 ).

The statistics provide a basis for decision-making for an evidence-based research and science policy and serve

  • capacity and financial planning in higher education,
  • quality assurance of higher education,
  • the planning of measures to promote young scientists and
  • mobility in higher education and
  • ensuring equal opportunities for women in management positions
