Dog driving license

from Wikipedia, the free encyclopedia

The dog driving license (also: dog driving license ) is a certificate of competence for dog owners. It includes at least one practical test of the owner with his dog, also known as an obedience test. In addition, a theoretical certificate of competence may be required. The dog driving license should certify that the owner has his dog under control in everyday life and that his dog does not endanger people or other animals. In the theoretical part, basic knowledge of dog training and behavior must be demonstrated.

Various dog driving licenses

In addition to the evidence actually referred to as a dog driver license, the term has become colloquially established for various tests by dog owners with their dogs. The recognition of dog handler licenses as proof of legally required tests of dog handlers and dogs is carried out by the authorities on the basis of the relevant dog laws . There are no uniform federal regulations.

In Germany, for example, dog handler licenses are issued by various associations and clubs, such as the Professional Association of Dog Educators and Behavioral Consultants (BHV), Professional Association of Certified Dog Trainers (BVZ), Umbrella Association for Pet Behavioral Advice in Europe (DHVE), Dehra Center for Dogs and Owners, International Professional Association the dog trainer and dog entrepreneur (IBH), the Association for the German Dog Industry (VDH) as well as the interest group of independent dog schools (IG Hundeschulen) and the veterinary working group for dog keeping (TAG-H, DOQ-Test 2.0).

The State of Hamburg recognizes for exemption from the statutory leash - next Gehorsamkeitsprüfungen by recognized experts - the dogs driving licenses of the VDH, the BHV, the Dehra Center, the Dog Training Schools Association (HSAG), IG dog schools and hunting aptitude test of the hunting dog association of.

In Schleswig-Holstein, a certificate of competence is required to drive a dog classified as dangerous. In addition to the VDH and BHV exams, the dog driving license of the Schleswig-Holstein veterinary profession is recognized, which is based on the dog driving license of the Bavarian Veterinary Chamber (BLTK).

On July 1, 2013 , Lower Saxony was the first German federal state to introduce the obligation for all dog owners to have a dog handler license (certificate of competence). Every first-time dog owner has to pass a theoretical test before purchasing a dog. He also has to take a practical test with the dog within the first year. Dog driving licenses of the BHV, BVZ, DHVE, IBH, TAG-H and the final exam to become a zoo keeper are recognized .

In Vienna , owners of a voluntarily acquired dog license have been exempt from dog tax for one year since 2006 . Since July 1, 2010, owners of listed dogs have been obliged to pass a dog driving test. Since 2019, there has been a ban on alcohol for people who drive a dog that requires a license in public places .

In Switzerland , a dog driving license was compulsory for all dogs newly acquired from September 1st, 2008. from 2010 it had to be completed before buying a dog. In 2016 the parliament abolished the regulation again; it could not be proven whether the compulsory courses had led to a decrease in dog attacks.

In France , a dog driving license has been compulsory for keepers of guard dogs or so-called fighting dogs since 2007 .

The VDH dog driving license

The VDH dog driving license includes the three areas:

  • Expertise of the dog owner
  • Obedience of the dog
  • Social acceptability of the dog

Expertise of the dog owner

As part of preparatory courses, participants are given extensive knowledge about dogs and dog ownership. There are learning materials for self-study as well as lessons in which the subject matter is conveyed and deepened. The focus is not on extensive specialist knowledge, but on imparting basic theoretical knowledge that is necessary for keeping, handling and training dogs. The knowledge acquired in this way is queried at the end of the preparatory course as part of a written examination by neutral examiners.

Obedience of the dog

Dogs must be educated and have basic training. They have to be controllable by the handler at all times - they have to be obedient. For this purpose, the most important basic exercises are worked out as part of the preparatory course. This is done by the dog owner, who trains his dog under professional guidance. The focus here is not on the exact execution of the exercises, but on developing a close, trusting relationship between the dog owner and the dog, which means that the dog can be controlled by the dog owner in every situation and in every location. The dog's obedience is assessed in the course of a test by a neutral examiner.

Social acceptability of the dog

As part of the preparatory course, value is also placed on the dog owner and his dog in an appropriate, considerate manner in public and in everyday situations. The dog should present itself in a peaceful and socially acceptable manner and must not react inappropriately aggressive despite great distraction and heavy stress; the dog must be controllable and controllable at all times by the handler. This part of the test is of central importance: inappropriately and / or uncontrollably aggressive dogs as well as not very frustrated and stress-tolerant dogs cannot pass.

Due to these exercises with the strict requirements for the dog, essential elements of a behavior or character test are covered. Considerable deficits in social behavior and excessive aggressiveness can usually not be compensated for in such a preparatory course. The review of social compatibility is carried out by neutral auditors.

Delimitation of certificate of competence for dog owners

It is not possible to clearly distinguish it from the certificate of competence for dog owners. The terms are used differently, they partially overlap and the market is confusing. In the press in particular, the catchy term “dog driving license” is used for all types of official and other certificates of competence.

Benefits for dogs and dog owners

A study on the benefits of the BLTK dog driver license courses "Basic knowledge of avoiding hazards when handling dogs" came to the conclusion in 2006 that a voluntary dog driver license leads to a significant improvement in the knowledge of all participants. Indirectly, their handling of the dog and its behavior improve.
