Hurricane Hugo was a tropical cyclone that wreaked havoc in the Caribbean and southeastern parts of the United States in September 1989 . The hurricane , which at times reached Category 5 , is considered to be one of the most devastating natural disasters in the history of the United States. The areas affected included the Dominican Republic , Puerto Rico , Guadeloupe , the US Virgin Islands and Montserrat . Montserrat was hit extremely hard, 11,000 of the 12,000 inhabitants lost their homes. Schools, hospitals and government buildings were destroyed. The local bat population has been wiped out. The US states of Florida , South Carolina and North Carolina were also affected . The storm formed on September 9 near Cape Verde on the West African coast. Hugo was the hurricane furthest east to reach Category 5 for 30 years until Hurricane Lorenzo replaced him as the record holder in 2019 .
