Ibrahim Aqif Bey Biçakçiu (also known as Ibrahim Bicaku , * 10. September 1905 in Elbasan , Ottoman Empire ; † 4 January 1977 in Elbasan, Albania ) was an Albanian agronomist and from 29 August to 28 November 1944 Prime Minister of Albania in Second World War under German occupation . He was a member of the Balli Kombëtar .

Ibrahim Aqif Bej Biçakçiu was the son of Aqif Pasha Biçakçiu of Elbasan . Like his family, he was a member of the Sufi order of the Bektashi . Family members helped Albania's declaration of independence in November 1912, so that he grew up with this ideology and belief.

In 1943, together with Bedri Bej Pejani and Xhafer Deva , he assisted in founding a national committee of twenty-two Albanian and Kosovar Albanian personalities, which declared Albania independent and elected an executive committee to form a provisional government. After a week of negotiations, Ibrahim Biçakçiu agreed in the summer of 1944 to form a new and small government. From September 6, 1944 to November 29, 1944 he was also Albania's Foreign Minister .

Although many members of the Balli Kombëtar fled Albania after the communists took power in November 1944, Ibrahim Bej Biçakçiu decided to stay and declared that he would rather die in his native land than on foreign soil. Biçakçiu was shot dead by the communists in 1977.
