Ilkka Pertti Juhani Laitinen (born August 22, 1962 in Nurmes , Finland , † September 29, 2019 ) was a Finnish border guard officer with the rank of lieutenant general .

From 2005 to 2014 he was head of Warsaw- based Frontex , the “European Agency for Operational Cooperation at External Borders”. He dealt in particular with problems that arose in connection with the Schengen Agreement in Greece and Turkey .

Regarding the allegation that Frontex employees used the illegal push-back procedure in 2012 , Laitinen, head of the border security agency , said: "I cannot deny that there have been these cases." Refugee boats are used in the push-back procedure pushed back to the coast by the open sea.

From 2018 Laitinen was the commander of the Finnish border guards. He had to leave this post at the beginning of September 2019 because of a serious illness which he succumbed to at the end of the same month.
