The 35-storey high-rise has an area of 16,760 m² and was built in 2013–2018. It is the tallest building in the country (as of 2020). It was built by the Portuguese construction company Mota-Engil for around $ 40 million. The building lot was valued at $ 6.8 million. The client was IMOB ANGOLA - Empreendimentos Imobiliários, Limitada , which each owned 45% Mayra Isungi Campos Costa dos Santos - the wife of the president's son José Filomeno dos Santos - and Vladimiro Minoru Dondo . In September 2014, President José Eduardo dos Santos ordered the Ministry of Finance to purchase the office building from IMOB ANGOLA for 115.46 million US dollars by presidential directive N.º 182/14. It was intended as the new seat of the Ministry of Finance.

controversy

In June 2016, the investigative journalist Rafael Marques de Morais , who uncovered the background, filed an application with the Angolan public prosecutor's office for an investigation against President José Eduardo dos Santos, because he misused his power with his presidential instruction regarding the excessive purchase price in favor of his daughter-in-law's company and violated the “law of public honesty / integrity” (Lei da Probidade Pública). According to research by Rafael Marques, another violation of the law under Article 265.5 of public contract law is that the company that led the building supervision (BDM Engenharia e Tecnologia Lda) was the same one that developed the building.
