Local government and inclusion council

An Inclusion Advisory Board has been set up in many branches of local government, particularly since 2012/2013. The inclusion council has the task of implementing the measures of the inclusion plan. He advises the administration and prepares suggestions for additions and updates, he drafts technical statements, which the administration forwards to the responsible committees. It represents the interests of all people with and without disabilities living in the region. A specific concern is often the improvement of accessibility in various areas of life on site.

State politics and inclusion council

The inclusion advisory board advises the state government on its plans for the inclusion of people with disabilities. Examples are the inventory of the accessibility of public buildings, statements to the state government on current issues from disability policy or suggestions for new projects. The aim is to talk to those affected at eye level - in implementation of the motto of the UN Disability Rights Convention, nothing about us without us .

Federal Commissioner for the Disabled and Inclusion Advisory Board

At the federal level, the Inclusion Advisory Board is part of the Federal Government Commissioner for the Issues of Disabled People in the coordination office there (in accordance with Article 33 of the UN Convention on the Rights of Persons with Disabilities).

Coordination office

The task of the coordination office is the long-term and strategic support of the implementation of the UN Disability Rights Convention. It consists of an inclusion advisory board and specialist committees on various topics. There the Inclusion Advisory Board forms the highest decision-making body of the coordination office. The majority of people with disabilities are represented in it, as well as one representative each from the state focal point, the conference of state commissioners for the disabled and the monitoring body for the UN Convention on the Rights of Persons with Disabilities. The Federal Government Commissioner for the Issues of People with Disabilities chairs the meeting.

The Inclusion Advisory Board is supported by three specialist committees that provide technical assistance and focus on the following topics:

  • Technical Committee 1: Accessibility
  • Technical Committee 2: Communication and Media
  • Technical Committee 3: Freedom and Property Rights

Working method

The Inclusion Advisory Board determines the number and theme of the specialist committees for the duration of a legislative period and appoints their members. The specialist committees develop ideas and suggestions for activities and measures in their respective thematic cut. The express goal is to bring civil society closer to the UN Convention on the Rights of Persons with Disabilities and, in particular, to the idea of inclusion on which it is based, and to anchor it more firmly in the consciousness. The specialist committees work in two directions: On the one hand, through the Inclusion Advisory Board, they bring ideas and suggestions for the implementation of the UN Disability Rights Convention in Germany to the politically responsible. On the other hand, the members of the specialist committees advocate the implementation of the UN Disability Rights Convention in their own institutions and their spheres of activity as well as in broader civil society.

In order to ensure close cooperation and the necessary regular exchange between the Inclusion Advisory Board and specialist committees, the Inclusion Advisory Board members take part in the specialist committee meetings in an advisory capacity - in addition, selected spokespersons of the specialist committees report on their work in the advisory board meetings.

Decisions by the inclusion council

If a measure or an activity has been developed by a technical committee, the inclusion advisory board has the opportunity to provide feedback on the result and to suggest adjustments. After approval by the Inclusion Council, the measures developed can be published or implemented.
