By circular of the Reich and Prussian Ministers of the Interior of September 20, 1936, inspectors of the Security Police and the SD (IdS) were appointed with effect from October 1, 1936 in the structure of the Security Police (Sipo) . According to their instructions, these should above all ensure "understanding cooperation" between the Sipo and the central offices of general and internal administration, with the Gauleiter of the NSDAP and the Wehrmacht offices . In the course of arming and preparing for war, the police apparatus was also geared towards these goals and the spatial area of ​​responsibility of the IdS was therefore adapted to the military districts . The IdS thus became the highest representative of the Gestapo , SD and Kripo in the military districts .

The organizational alignment of the agencies of the Gestapo and the criminal police formed the focus of the IdS's tasks. In addition, they also had to monitor the implementation of the Sipo chief's decrees and, as contact persons, kept liaison with the regional authorities and business representatives. Finally, in 1941, they were also given the management tasks of the Stapo control centers. However, this activity was not allowed to be made known to the outside world and was only binding as an internal regulation. Ultimately, the IdS should work towards the independence of the security police apparatus and the formation of a special organization through the connection of the police and SS , as they did with the institution of the Higher SS and Police Leader (HSSPF) and in the occupied countries then with the commander of the security police and of the SD (BdS) and the commander of the security police and the SD (KdS) was reached.

With the decree of the Reichsführer SS of May 28, 1941, the IdS was also given the supervision of the labor education camps (AEL). Linked to this was the decision to set up new labor education camps, which from this point on was no longer the responsibility of the Higher SS and Police Leaders, as was previously the case, but of the IdS, as they were only responsible for obtaining the necessary approval from the Reich Main Security Office . In June 1943, however, Ernst Kaltenbrunner, as the new head of the RSHA, made it clear that the AEL, as the state police stations' detention centers, are not subject to either the HSSPF or the IdS. The previous decision-making authority of the IdS on the establishment of a new AEL was therefore no longer applicable.

For the Ordnungspolizei (Orpo), the inspector of the Ordnungspolizei (ITE), who had also been appointed for each military district since 1936 and supervised the entire uniformed police , had similar functions to the IdS .

IdS and IdO were subject to a dual command channel that was quite typical for the ruling structure of the NS state, which consisted of the regular official channels from the responsible main offices, i.e. main office Sipo or from 1939 Reich security main office and main office Orpo as well as the direct instructions of the higher SS and police leaders, who had to ensure coordination between Sipo and Orpo and, as direct representatives of Himmler, were not subordinate to the main SS offices.
