The Instituto do Cinema e do Audiovisual (ICA) is a state institution for film funding and an institution for Portuguese film based in Lisbon .

history

The Portuguese parliament of the authoritarian Estado Novo under Marcelo Caetano decided in 1970 to promote and protect Portuguese film production. In 1971 the Instituto Português de Cinema (IPC) was founded for this purpose. It began publicly in 1973, while its first production plan was only approved shortly before the 1974 Carnation Revolution .

In 1982 the IPC was reformed and now received an autonomous legal and financial status, but still as a state institution in the Ministry of Culture.

In 1994 it was restructured and renamed Instituto Português da Arte Cinematográfica e Audiovisual (IPACA) .

In March 1998, the again restructured and now Instituto do Cinema, Audiovisual e Multimédia (ICAM) called institute presented its three-year plan for 1998-2000.

In addition to the amendments to the law of 2004 on film and audiovisual art, and of 2006 on the creation of the funding fund for cinema and audiovisual production, changes in the Ministry of Culture in 2007 made it necessary to restructure the ICAM. In the same year, today's ICA was created as the successor to ICAM , still as an independent institution under the umbrella of the Ministry of Culture.

The ICA publishes the weekly box office figures for the cinema industry in Portugal, keeps statistics on Portuguese film production and keeps the data in a public database. Film funding

The ICA is the most important film funding institution in Portugal. There are funding pools for scripts and project development, for short films, documentaries and feature films, for production, and for advanced training projects in the film sector. The current plans of the Ministry of Culture for the budget of the ICA are also under the sign of the state budget problems as a result of the financial crisis from 2007 . The financing is to be set at 80% for cinema and 20% for other audiovisual and multimedia productions, with the television broadcasters being increasingly involved in the financing.

So far, the ICA has been financed by a tax of 4% on the television broadcasters' advertising income, of which 3.2% goes to the ICA and 0.8% to the Cinemateca Portuguesa . In addition, with the new regulation, the pay-TV companies and the various video rental and online rental companies would also be involved in the financing. The film distribution fee is also set to rise, as is that of cinema operators.

The law was still not passed in May 2012, however, and in parts still unclear, so that the ICA has not been able to make payments for some time due to the slump in income in the country shaken by the financial crisis and the currently open legal situation, and the film production is increasingly coming to a standstill in Portugal. After the resignation of its Presidium in May 2012, the responsible culture secretariat informed the ICA that the law had now entered the final phase of its adoption.
