Refusal to integrate ” is a political catchphrase . Above all, it describes (in the variant of “refusal to integrate from below”) the behavior of immigrants who do not assimilate in the society of the immigration country to the extent that the user of the expression expects.

Currently, the accusation of “refusal to integrate from above” is occasionally raised against politicians and civil servants who, through restrictive regulations and measures, illegitimately made the integration of people already resident in the country more difficult.

Integration means “inclusion”, “acceptance into a community of equals” and is therefore always a bilateral process of rapprochement in which two sides are involved and which can therefore fail on both sides, for example due to mutual mistrust. The idea of ​​a “lane change” is particularly controversial, according to which refugees who are willing to integrate and who do not have a secure right to stay in Germany should be given the right to stay as a sought-after specialist on the basis of an immigration law. In an online survey by the “ Süddeutsche Zeitung ” in August 2018, 54 percent of those who voted welcomed such a “lane change”, 37 percent rejected it. Above all, opponents of a “lane change” argue that it will make Germany more attractive for illegal immigration.
