The Integrated Climate Protection Concept (IKK, also IKSK) is an energy concept funded at federal level and corresponds in its basic structure and its essential contents to the energy use plan . However, more public relations work is carried out at an IKK and the citizens and actors are involved through workshops.

Term delimitation and definition

The task of the IKK is to name specific measures to achieve the agreed national climate protection goals and to integrate climate protection as part of local environmental protection . An IKK thus represents a strategic basis for decision-making and planning aid for municipalities. A detailed analysis of the situation for climate-relevant areas precedes this concept of measures. These areas include

  • public properties,
  • Street lighting,
  • private households,
  • GHD (trade, commerce and services),
  • Industry,
  • Traffic,
  • Sewage and
  • waste

The observation takes place within a defined spatial unit (city, district, etc.). The potential for energy efficiency , energy saving options and the expansion of renewable energies to reduce CO 2 emissions are shown. The measures developed should correspond to the principle of sustainability .

Legal basis

In Germany, the IKK is a funding program at the federal level. It is part of the national climate protection initiative of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and arose from the “Guideline for the Promotion of Climate Protection Projects in Social, Cultural and Public Institutions”, also known as the municipal guideline, passed in 2008 .

At the state level, an integrated energy and climate protection concept (IEKK) is also part of the Climate Protection Act in Baden-Württemberg, with strategies and measures for the areas of electricity, heat, transport, material flows, agriculture and forestry.

Construction and process

Determining the energy requirements of the respective municipality is fundamental for the climate protection concept . Savings potential and targets can only be determined if detailed data is available on current and future energy requirements . In addition to the survey of the heat and electricity demand, this also includes the creation of a total energy balance and a CO 2 balance based on it . By including the local framework conditions, the implementation planning of the savings targets takes place in the form of concrete measures and projects. During the creation of the IKK, all modules are developed and decided with the relevant actors of the municipality (representatives from business and politics, associations, private individuals, etc.). This is necessary because public relations work is promoted more strongly with an IKK than with an energy use plan and the active involvement of citizens and accompanying public relations work is of great importance for an effective and efficient concept development process. Experience has shown that the period in which an IKK is drawn up extends over ten to twelve months and the scope of the measures to be taken is around ten to fifteen years. An IKK is often carried out by an independent and qualified specialist office. Employees of the municipality, the district, etc. are deployed to varying degrees.

Funding regulations and financing

As part of the climate protection initiative , the federal government has been promoting the creation of municipal climate protection concepts since June 2008 with a grant of up to 70% to cover costs. The remaining 30% are borne by the municipality itself. The creation of climate protection concepts itself, i.e. material and personnel costs as well as advice and support in the implementation of the concept, is funded. The funding period is a maximum of three years. Sub-concepts, such as an exclusive consideration of communal properties, can also be created and funded. An amendment to the municipal policy takes place annually, and are 2011 new promotion cases since the year that provide for the achievement of the federal emission reduction targets by 80% to 95% compared to 1990 to the 2050th So the funding quotas for

the eligible expenses increased as a non-repayable grant. The German Institute for Urban Studies also provides specialized IKK advice . Applications and the payment of grants are made via the Jülich project management agency .

Contents of an integrated climate protection concept

In order to receive funding for the national climate protection initiative, an IKK must contain the following components:

  • Energy and CO 2 balance
  • Potential analysis of the short and medium term technically and economically feasible savings potentials as well as potentials for increasing energy efficiency
  • Target group-specific catalog of measures with descriptions of actions and information
  • Controlling instrument to check the achievement of the proclaimed goals
  • Public relations concept

These minimum contents must be integrated into every IKK. However, there are different possibilities and approaches to meet the requirements. Climate protection concepts were drawn up before the BMU received funding. For several years there have been numerous studies and projects that deal with the topic of climate protection and the associated reduction in greenhouse gas emissions .
