International Search and Rescue Advisory Group

The International Search and Rescue Advisory Group (INSARAG) was founded in 1991 as a United Nations organization. The main tasks of the organization are to develop standards for international cooperation in the field of Urban Search and Rescue (USAR). This refers to search and rescue teams who are after disasters, such as B. earthquakes , floods , are used. The main task is the coordination and standardization of international action teams. This is intended to promote international aid through clear structures, such as B. Simplify the size of the task force, skills within the team, etc. The legal basis and mandate is the United Nations General Assembly Resolution 57/150 of 2002 on "Strengthening the Effectiveness and Coordination of International Urban Search and Rescue Assistance" and the INSARAG Hyogo Declaration .

history

After the severe earthquakes in Mexico (1985) and Armenia (1988), it was decided, at the initiative of the groups involved, to set up a coordination group for search and rescue teams. Care was taken not to duplicate competencies already represented at the United Nations.

The first global INSARAG meeting took place in 2010 in Kobe, Japan.

Mandates

The following tasks and competencies were assigned:

  • more effective disaster risk reduction and faster response times; this should lead to saving more lives, shortening suffering and keeping negative consequences to a minimum
  • The efficiency of the cooperation between the various aid teams is to be improved
  • Activities in disaster-stricken developing countries to better prepare for disasters
  • Development of international structures and systems for sustainable cooperation
  • Developing procedures, guidelines and drawing lessons from previous assignments

structure

There are three regional groups:

  • North and South America
  • Africa, Europe, Middle East
  • Asia, Pacific region

An annual meeting takes place in the regional groups at which measures and the strategic direction are reviewed. The primary outcome of the meetings is a work plan for the coming year that includes the following:

  • Capacity expansion
  • common exercises
  • further problems

Every year a chairman and a deputy are elected who also take part in the meetings of the INSARAG steering group.

Africa, Europe, Middle East

The chairman of the regional group for 2015 is Lt. Col Mohamed Al-Ansari from the United Arab Emirates. The deputy is Lt. Col Mariusz Feltynowski from Poland.

The coordination meeting last took place on October 20, 2015 in Abu Dhabi.
