Schlingel (spelling: SCHLINGEL) is an international film festival for children and young audiences. It has been held in Chemnitz every year since 1996 in the week before the Saxon autumn vacation and gives an overview of the latest international productions in the children's and youth film sector. The organizer is the Saxon Children and Youth Film Service eV Chemnitz. The Saxon State Authority for Private Broadcasting and New Media has been a co-organizer since 2006. The SCHLINGEL patrons are the Prime Minister of the Free State of Saxony and the Lord Mayor of the City of Chemnitz. The international film festival has been led by Michael Harbauer since the beginning .

The foundation stone for today's international film festival for children and young audiences was laid in 1996 with the 1st Chemnitz children's film show SCHLINGEL. For one week, films for children and young people from 5 to 14 years of age were shown in the “Kraftwerk” cultural center in Chemnitz. From 1998 to 2010 the event took place in the CineStar Luxor-Filmpalast, after which it was closed in 2011 in the CineStar Galerie Roter Turm. There was an award ceremony for the first time in 2000 with the election of the audience's favorite. The victory went to the film Tomás and the King of the Falcons by Václav Vorlíček .

The first competition category, the International Children's Film Competition, was launched in 2001. In this category, the city of Chemnitz awarded the first DM 10,000 prize for the best children's film in the same year. It went to the Italian film Iris by director Aurelio Grimaldi.

In 2003 the European Children's Jury was appointed for the first time. As part of the International Children's Film Competition, children of various European nationalities (including Denmark, France, Greece, Poland, the Czech Republic and Hungary) award the “European Children's Film Prize from the Saxon Minister of Art”. The prize is donated by the Saxon State Ministry for Science and Art and is endowed with 12,500 euros.

In 2002, in addition to the children's film competition, the SCHLINGEL opened the international youth film competition for those aged 14 and over. The separation from classic children's films enables special consideration of the different perspectives and interests of children and young people.

An increase in film productions in the age range 11–13 and the resulting increase in public awareness ensured that films for the youngest were in danger of being lost in public opinion and were hardly considered plausible in the distribution landscape. To counteract this development, the International Junior Film Competition was created in 2007 to target 11 to 13 year olds.

The national competition Blickpunkt Deutschland was established in 2003, in the short film competition short, national and international feature and animated films are considered, while the international animated film competition is exclusively for long animated films.

The competition offer is supplemented each year by an extensive accompanying program. In addition to film talks with the film celebrities present, there are seminars and panel discussions for trade visitors as well as workshops for school classes and kindergartens. Outside of the competition, the Panorama sections bring together a compilation of films that can either be assigned to a specific geographical or thematic topic, honor a personality in children's and youth films, or round off the festival program in its entirety.
