Internet-based vehicle registration

The internet-based vehicle registration (i-Kfz) project is a German e-government project under the leadership of the Federal Ministry of Transport and Digital Infrastructure (BMVI). Since January 1, 2015, it has been possible, under certain conditions, to deactivate (“de-register”) one's vehicle online via the decentralized online portals of the federal states or a central online portal of the Federal Motor Transport Authority (KBA). Re-registrations for the same owner in the same registration district can also be processed online since October 1, 2017. Since October 1, 2019, citizens have also had the option of submitting an internet-based application for a new registration as well as all possible authorization procedures for re-registration. With the extended automation of some processes, it is possible to completely deregister and rewrite the vehicle online with just a few clicks, provided the license plate is adopted.

Overview and goal setting

As an innovator in German e-government, the Federal Ministry of Transport and Digital Infrastructure (BMVI) is digitizing the vehicle registration system in Germany with the “i-Kfz” project (internet-based vehicle registration). The aim of the project is to make vehicle registration easier, more convenient and more efficient, thereby relieving the burden on citizens, companies and public administration. With digitization, journeys to the licensing authority can be avoided, which means considerable time and travel savings potential for vehicle owners.

Since October 1, 2019, citizens have been able to process all standard registration processes online. With the entry into force of the “Fourth Ordinance to Amend the Vehicle Registration Ordinance and Other Road Traffic Regulations”, the internet-based processing of all standard registration processes for private individuals was made possible (level 3) - for selected cases also fully automated. The next step (step 4) is to expand internet-based vehicle registration to legal entities. Companies in particular should benefit from this.

Note on practical implementation:

The implementation of the i-Kfz applications is - as with all licensing tasks - with the federal states and there with the local administrations. Citizens can find out about the status of the introduction of i-Kfz via the internet site of the registration authority responsible for their place of residence.

Internet-based vehicle registration is being developed in stages:

Stage 1: Since January 1, 2015, Internet-based applications for decommissioning vehicles that require registration can be submitted in Germany via the online portals provided by the municipalities and states . The basis for this was the introduction of a new registration certificate Part I (ZB I) and new stamp plates with hidden security codes.

Level 2: Since October 1, 2017, re-registration for the same owner in the same registration district and with the license plate reserved when the vehicle was taken out of service can be requested online. With the introduction of this procedure, the basis for the digitization of further vehicle registration procedures was created. In particular, it was possible for the first time in Germany to record, store and check HU and SP data in the Central Vehicle Register (ZFZR) in the Federal Motor Transport Authority in real time.

On January 1, 2018, an ordinance came into force, with which a new registration certificate Part II (ZB II) was introduced. A concealed security code was applied to the ZB II - analogous to the ZB I. The new ZB II was issued to prepare for use in stage 3.

Stage 3: Since October 1, 2019, the partially implemented option for internet-based processing of approval processes has been expanded to include all business processes (now also new approval, re-registration and all variants of re-approval ) and the automation expanded even more. Fully automated application processing and decision-making is now possible for the first time for decommissioning and for rewriting while retaining the license plate number, even when changing owners and for simple changes of address. During the transfer, the new owner has the option of putting the vehicle into operation immediately after completing the internet-based procedure.

In addition, the vehicle-specific data record from the EC Certificate of Conformity is available digitally. The vehicle manufacturers are nationally obliged to digitally transmit the data sets to a central database at the Federal Motor Transport Authority, so that the data are available for testing technical vehicle properties, especially in the internet-based approval process.

history

As part of the i-Kfz predecessor project Deutschland-Online (DOL), a model for the implementation of online deregistration and re-registration of motor vehicles was developed by the end of 2012 under the leadership of the Hamburg tax authority. This proposal was based on the assumption that if the project is implemented, around 8 million of the total of around 25 million vehicle registration processes per year in Germany can be carried out online. The core elements of the concept for digitizing the approval processes were the use of hidden security codes on the stamp badges and the approval certificate Part I (ZB I) as well as the use of badge holders for the stamp badges for online re- approval . In addition, during the conceptual phase, the focus was on integrating the basic e-government components, De-Mail and e-payment, as important parts of the process. This developed concept for internet-based vehicle registration was initially tested in cooperation with the Ingolstadt registration authority . Due to the positive response, the procedure for online deregistration and re-registration of motor vehicles was piloted in several federal states and described as practical recommendations for a transfer to other registration authorities. With "XKfz", Rhineland-Palatinate also developed a uniform IT standard ( XÖV ) for the data communication required for online vehicle processes. In view of its importance for the entire German registration system, internet-based vehicle registration is operated on behalf of the Federal Ministry of Transport and Digital Infrastructure.

The internet-based fully automated decommissioning

Since January 1, 2015, it has been possible to submit an application for decommissioning online. Since October 1, 2019, it has even been possible to deregister the vehicle fully automatically with just a few clicks. This can be done via the online portal of the respective country or municipality.

The following requirements must be met:

  1. A vehicle registered after January 1st, 2015
  2. License plates with stamp stickers with hidden security codes
  3. Registration certificate part I with hidden security code
  4. New ID card (NPA) or electronic residence permit (eAT) enabled online ID function (eID) and a proposed card reader or an Android phone with free " AusweisApp2 " ( www.ausweisapp.bund.de )

This is how it works:

  1. Call up the online portal of the responsible licensing authority.
  2. Prove your identity by means of a new electronic identity card (nPA) or electronic residence permit (eAT) with an activated online identification function.
  3. Enter the vehicle's license plate number and, if applicable, the vehicle identification number (VIN).
  4. Marking the registration certificate part I expose.
  5. Remove the cover from the stamp plates on the license plates. (Attention! As soon as the security codes are exposed, the license plate is no longer valid and the vehicle is no longer allowed to drive on the road.)
  6. Enter the exposed security codes in the application mask of the online portal.
  7. Possibly. Reserve number plates if a later re-registration of the vehicle with the same number plate in the same registration district is desired.
  8. Application data are automatically validated.
  9. Pay the fee using the ePayment system. The means of payment may vary depending on the responsible licensing authority.
  10. Confirm entries and application.
  11. The application is automatically checked in real time.
  12. Call up confirmation of the decommissioning online immediately.

If one of the steps is not completed with a positive result, please contact the relevant approval authority.

The internet-based re-registration

With the introduction of level 3 it is possible to carry out all procedural variants of the re-authorization online.

The following requirements must be met:

  1. A vehicle that was registered after January 1, 2015 and is currently out of service
  2. Registration certificate Part I with exposed security code
  3. Registration certificate part II with exposed security code (when changing owner)
  4. Valid electronic insurance confirmation (eVB no.)
  5. Valid general inspection (HU) and, if necessary, safety inspection (SP)
  6. IBAN (account) for collecting vehicle tax from the owner
  7. New identity card (nPA) or electronic residence permit (eAT) with activated online identity card function (eID) - a card reader or Android smartphone with free " AusweisApp2 " ( www.ausweisapp.bund.de )

This is how it works:

  1. Call up the online portal of the responsible licensing authority.
  2. Prove your identity by means of a new electronic identity card (nPA) or electronic residence permit (eAT) with an activated online identification function.
  3. Expose markings on registration certificate Part I.
  4. Enter the necessary data in the portal's application form:
    • Vehicle registration number and, if applicable, vehicle identification number (VIN)
    • Uncovered security code of the registration certificate part I.
    • Uncovered security code of the registration certificate part II (when changing owner)
    • Date of a valid general inspection (HU) and a valid safety inspection (SP)
    • eVB number of the insurance company as proof of motor vehicle liability insurance
    • IBAN - holder account - for SEPA direct debit (vehicle tax)
    • Select the next free license plate, specify your preferred license plate or reserved license plate
  5. Application data are automatically validated.
  6. Pay the fee using the ePayment system. The means of payment may vary depending on the responsible licensing authority.
  7. Confirm entries and application.
  8. The application is checked by a clerk.
  9. Notification of approval including notification of fees, approval certificate Part I, in the case of a change of owner also Part II, the stamp sticker carriers and the sticker carrier for the main inspection (HU) to be stuck on the license plate are sent by post by the licensing authority.
  10. Put the sticker on the license plate and drive off - the date on which the approval is valid can be found on the notification sent by the approval authority. This is i. d. Usually effective three days after dispatch. Only then can you drive off.

As part of the procedure, there is an automatic check of the vehicle tax arrears , fee arrears according to the respective state law and the existence of a valid general inspection (HU) or safety check (SP).

The internet-based description when changing owners and taking license plates

Since October 1, 2019, it has been possible for private individuals to transfer a used vehicle to themselves, provided that the existing registration number is adopted.

The following requirements must be met:

  1. A used vehicle that was registered after January 1st, 2015 and is already registered
  2. Registration certificate part I & II with hidden security codes
  3. Valid electronic insurance confirmation (eVB no.)
  4. Valid general inspection (HU) and, if necessary, safety inspection (SP)
  5. IBAN (account) for collecting vehicle tax from the owner
  6. New identity card (nPA) or electronic residence permit (eAT) with activated online identification function (eID), as well as a designated card reader or Android smartphone with free " AusweisApp2 " ( www.ausweisapp.bund.de )
  7. The previous identifier is adopted

This is how it works:

  1. Call up the online portal of the responsible licensing authority.
  2. Prove your identity by means of a new electronic identity card (nPA) or electronic residence permit (eAT) with an activated online identification function.
  3. Expose markings on registration certificate parts I & II.
  4. Enter the necessary data in the portal's application form:
    • Vehicle license plate number and, if applicable, vehicle identification number (VIN)
    • Exposed security codes of the registration certificate part I & II
    • Date of a valid general inspection (HU) and a valid safety inspection (SP)
    • eVB number of the insurance company as proof of motor vehicle liability insurance
    • IBAN - holder account - for SEPA direct debit (vehicle tax)
  5. Application data are automatically validated.
  6. Pay the fee using the ePayment system. The means of payment may vary depending on the responsible licensing authority.
  7. Confirm entries and application.
  8. The application is automatically checked in real time.
  9. The notification of admission is provided online immediately and can be accessed within 30 minutes.
  10. Print out the letter of admission, take it with you and drive off immediately.
  11. Registration certificates Part I & II and an information letter will be sent by post from the registration authority.

As part of the procedure, there is an automatic check of the vehicle tax arrears , fee arrears according to the respective state law and the existence of a valid general inspection (HU) or safety check (SP).

The internet-based registration of a brand new vehicle

For private individuals, it is also possible to register a brand-new vehicle online.

The following requirements must be met:

  1. A brand new vehicle that is being registered for the first time
  2. Registration certificate part II with hidden security code
  3. Valid electronic insurance confirmation (eVB no.)
  4. IBAN (account) for collecting vehicle tax from the owner
  5. New identity card (nPA) or electronic residence permit (eAT) with activated online identification function (eID), as well as a designated card reader or Android smartphone with free " AusweisApp2 " ( www.ausweisapp.bund.de )

This is how it works:

  1. Call up the online portal of the responsible licensing authority.
  2. Prove your identity by means of a new electronic identity card (nPA) or electronic residence permit (eAT) with activated online identification function.
  3. Expose markings on registration certificate Part II.
  4. Enter the necessary data in the portal's application form:
    • Vehicle identification number (VIN)
    • Exposed security code of the registration certificate part II
    • eVB number of the insurance company as proof of motor vehicle liability insurance
    • IBAN - holder account - for SEPA direct debit (vehicle tax)
    • Select the next free license plate, specify your preferred license plate or reserved license plate
  5. Application data are automatically validated.
  6. Pay the fee using the ePayment system. The means of payment may vary depending on the responsible licensing authority.
  7. Confirm entries and application.
  8. The application is checked by a clerk.
