Isaltino Morais

Isaltino Afonso Morais (born December 29, 1949 in Mirandela , São Salvador) is a Portuguese politician and lawyer.

He attended the Liceu Nacional de Bragança between 1961 and 1966, but only graduated from the Liceu Pedro Nunes in Lisbon in 1976. His youth were marked by the death of his father and mother. Isaltino Morais was 13 and 18 years old, respectively. At the age of 18 he moved to Lisbon, was then called up for military service (1970) and mobilized to Angola during the colonial war. In 1981 he graduated from the Law Faculty of the University of Lisbon in constitutional law , international law and administrative law, where he was an assistant professor from 1980 to 1985. Between 1981 and 1985 he also worked as a public prosecutor and from 1984 to 1985 legal advisor to the Ministry of Justice.

In 1978 he joined the Social Democratic Party ( PSD ). He was President of the District Political Committee of the Lisbon PSD and was a Member of Parliament between 1995 and 1999. In 1985 he was elected District Administrator of Oeiras . He was Vice-President of the Junta Metropolitana de Lisboa (1992–1997) and the Associação Nacional de Municípios Portugueses (ANMP) (1997–2002). He represented the government of Portugal in the Council of Europe's Social Affairs Commission (1987–1991) and was a member of the Committee of the Regions (1994–2003). In the Durão Barroso cabinet , he was appointed Minister for Cities, the Environment and Property Management of the 15th Portuguese Government (2002–2003).

In 2005 he separated from the PSD in order not to support their candidacy in the district because he was accused of bribery, tax evasion, money laundering and abuse of power . In August 2009 he was sentenced to seven years' imprisonment, loss of office and compensation of 463,000 euros to the state. However, the sentence and sentence that allowed him to run again in the 2009 local elections with the independent list Isaltino - Oeiras mais à Frente were suspended . He won again and is still the district administrator.

On July 13, 2010, the Lisbon Court of Appeal reduced the sentence to which he had been sentenced in the first instance for money laundering and tax evasion from seven to two years .

In April 2011, the Supreme Court rejected his application for parole.

He is a member of the Freemasons of the Grande Loja Legal de Portugal.
