The Islamic Religious Community of Hesse (IRH) was founded in 1997 and is an association of Muslims of different ethnic origins in Hesse who laid down their religious principles in writing in the "Presentation of the Basics of Islam".

Goals and projects

The aims of the IRH are:

  • Recognition as a religious community
  • Free confession and free practice of Islam in accordance with the constitutional and legal framework
  • Representing the religious interests of Muslims
  • Promoting integration
  • Creation of transparency through communication and cooperation

The IRH is working on the following projects:

Members

According to the statutes, membership until 2005 was only reserved for natural persons who accepted the religious content of the IRH as binding. In 2005, a change in the statutes made it possible for legal entities to become members. According to its own information, the IRH has 11,000 members and is organized in more than 130 local groups in over 100 cities and municipalities in Hesse. The IRH only represents its members in its activities.

In 1998, at the request of the Hessian Ministry of Culture, the IRH wrote a statement on the religious communities of the Alevis and Ahmadiyya and, after analyzing their religious content, declared both of them to be non-Islamic because "fundamental Iman content is partially or completely not fulfilled, rejected or resp. be questioned ”. Since the two groups did not sign the religious consensus paper of the DRA, the “Presentation of the Foundations of Islam”, according to the statutes they could not become members of the DRA.

Legal dispute over Islamic religious instruction in Hesse

In May 1998 the IRH applied for the introduction of Islamic religious instruction in Hesse. In October 2001, the Hessian Ministry of Education under Karin Wolff rejected the application. Reasons were meanwhile (2006) dispelled doubts about the constitutional loyalty and the classification as a religious community. The IRH sued the administrative court of Wiesbaden against the inclusion in the reports for the protection of the constitution in 2004 and 2005 and in 2006 concluded a settlement with the state of Hesse (VerwG Wiesbaden AZ .: 6E1363 / 05 (V)). In a declaration on May 30, 2006, the IRH was satisfied with not being mentioned in the report. The Hessian Interior Minister Volker Bouffier, however, stated in a press release on June 1st that one would have to wait and see how the IRH developed further. “Not least because of this, the IRH remains an object of observation for the protection of the constitution.” The question of classification as a religious community was decided against the IRH in 2004 by the Wiesbaden Administrative Court and in 2005 by the Hessian Administrative Court.
