Jean-Paul, Jules, Elisée Dugnoille Harroy (born May 4, 1909 in Schaerbeek / Schaarbeek ; † July 8, 1995 in Ixelles / Elsene ) was the last Governor General of the Belgian Congo .

Life

Jean-Paul Harroy studied sales engineering and was Governor Général du Congo Belge from March 1955 to January 1962 (Governor General of Rwanda-Urundi ) . Later he was a professor at the Université Libre de Bruxelles .

On July 25, 1959, Aba Mutara III died. from Rwanda to a vaccine damage . As a result, his younger brother Kigeli the V of Rwanda was appointed Aba by the court master of ceremonies without consulting Harroy, without the consent of the Catholic Church and without consulting the people . Harroy admitted that he did not understand the Kinyarwanda language , for the legitimacy of this appointment he argued that on July 14, 1952, a decree had been issued that the Mwami would be elected under common law . When asked by Harroy, Kigeli der V. assured his loyalty to the constitution, whereupon Harroy gave him general approval to take office. From 11 November 1959 to January 1960 was Guillaume Logiest special Belgian , military -Resident in Rwanda , that supported the coup of Gitarama of Dominique Mbonyumutwa on 28 January 1961st
