Jean-Pierre Jouyet (born February 13, 1954 in Montreuil ) is a French functionary and since April 2014 Secretary General (Head of Office) of the Élysée Palace. Before that, he was State Secretary for European Affairs, known as the French “European Minister” until December 12, 2008. He then took over the position of Chairman of the French Financial Market Supervisory Authority (Autorité des Marchés financiers).

Jouyet graduated from Sciences Po in Paris in the field of public law ; In 1980 he completed his studies at the Grande école École nationale d'administration (ENA) in the same year as François Hollande and Ségolène Royal . He then worked for the French government for almost two decades. Among other things, he worked for the French Ministry of Economics and Finance (1980) as well as with the simplification of the French tax system (1983) and until 1991 in other positions within the government.

Between 1991 and 1995 he dealt with European Union affairs, most recently as Head of Office under Jacques Delors , then President of the European Commission .

After serving as Deputy Head of Office under Prime Minister Lionel Jospin from 1997 to 2000 and for four years as Directeur du Trésor (Treasurer), he became President of the Club de Paris .

In the course of the nomination of the US American Paul Wolfowitz as head of the World Bank , Jouyet was in discussion as one of his possible deputies in order to form a European counterweight. On May 18, 2007, Jean-Pierre Jouyet was appointed State Secretary for European Affairs under Foreign Minister Bernard Kouchner in the government of Prime Minister François Fillon . His predecessor in the Dominique de Villepin government was Catherine Colonna . His counterpart on the German side was the Minister of State for Europe in the Foreign Office, Günter Gloser .

His successor as State Secretary for European Affairs was Bruno Le Maire on December 12, 2008 .
