Jeraly Luqpanuly Toghschanow ( Kazakh Ералы Лұқпанұлы Тоғжанов , Russian Ералы Лукпанович Тугжанов ; born May 13, 1963 in Schaghatai , Kazakh SSR ) is a Kazakh politician.

Life

Toghschanow was born in 1963 and served in the Soviet army from December 1989 to October 1991 . In 1988 he joined the University of Karaganda with a degree in jurisprudence from. In 1994 he received a doctorate in political science from the Kazakh Academy of Sciences .

After graduating from university, he worked as a teacher at the University of Karaganda. From 1994 to 1996 he was employed as a research assistant at the Academy of Sciences at the Law Institute and from 1996 to 1997 as a lecturer at the Kazakh Humanitarian Law University. Between 1999 and 2001 he then headed the Institute for Law and Civil Service. From February 2001 to February 2006 held the post of Deputy Akim (Governor) of the Karagandy Territory for the first time in political office. From March 24, 2006, Toghzhanov was the head of the Committee on Religious Affairs of the Kazakh Ministry of Justice . He then became vice-chairman of the Assembly of the People of Kazakhstan (Қазақстан халқы ассамблеясы). Since March 14, 2017 he has been the Äkim of the Mangghystau region .
