Yevgeny Ivanovich Jelin ( Russian Евгений Иванович Елин ; born May 8, 1962 in Leningrad ) is a Russian politician. From November 15 to 30, 2016, he was Acting Minister for Economic Development of the Russian Federation.

Life

Jelin graduated from the Leningrad "Kalinin" Polytechnic in 1985 and then did a doctorate in economics. From 1985 to 1990 he held various positions at Elektrosila , the Moscow District Committee of the Komsomol and Wneschenergomasch. Between 1991 and 1996 he was a manager on the Leningrad Stock Exchange, between 1996 and 2000 director of Sberbank and Bank Saint Petersburg . From 2000 to 2004 he headed the Department of Public Funds in the Russian Ministry of Finance. From 2004 to 2009 he was General Director of the St. Petersburg construction company Bris, the St. Petersburg Technology Park and first deputy director of Siberia Airlines . In 2009 he became a member of the St. Petersburg City Council in the Committee for Economic Development, Industry and Trade. In 2012 he became the deputy governor of the Leningrad region and chairman of the finance committee. Since 2013 he has been Russia's Deputy Minister of Economy. In November 2016 he became acting Minister of Economic Affairs, succeeding Alexei Walentinowitsch Ulyukayev . On November 30, 2016, Maxim Oreschkin was appointed the new Minister of Economy. Yelin became Oreshkin's deputy and held this post until his resignation in July 2017.

At the end of January 2019, he was appointed Vice-Governor of the City of Saint-Petersburg for economic issues.
