Life

He comes from a farming family . He is a military man, businessman, and politician. From 1982 to 1985 he was with the FAES 3rd Infantry - Brigade of San Miguel. On March 1, 1983, the Batallón de Infantería de Reacción Inmediata BIRI “Manuel José Arce” was founded, where Salgado was promoted to sergeant . He took photographs during combat operations and later sold them.

He later worked as a lottery seller and founded a chain of stores for furniture and electrical household appliances under the name Comercial Salgado .

In December 1994 there were murders in the Department of San Miguel , to which a Grupo de extermínio called "Sombra Negra" claimed responsibility . In 1995, José Wilfredo Salgado García was arrested in connection with a trial involving the Sombra Negra death squad . During his imprisonment, he had good press. In June 1996 he was acquitted by a court.

In the local elections on March 12, 2000, Salgado was elected mayor of the third most populous city of El Salvador, San Miguel. He stood as a candidate for the Partido Demócrata Cristiano (PDC) . He took office on May 1, 2000. In 2002 he left the PDC and joined ARENA .

In 2003 he was re-elected mayor. Salgado had a personal encounter with Antonio Saca , President of El Salvador and leader of ARENA. After Salgado left the ARENA, he joined the military party Partido de Conciliación Nacional in 2005 .

On March 12, 2009 he was elected mayor for the third time and was thus successful with three parties. Salgado has consolidated a personal management style which is characterized between caudillismo and robbery .

Its local government produced challenging infrastructure projects. He maintains contact with the population, for example by promoting the Carnaval de San Miguel and the Club Deportivo Águila . He uses a simple, ordinary language that is far removed from the language formulas of the usual professional politicians.

After his re-election in 2009, Salgado announced his readiness to run for president in the 2009 elections with the support of the Partido de Conciliación Nacional. The high local popularity of Salgado, which has been confirmed in surveys, supports these efforts. In January 2007, he and Orlando Mena, the mayor of Santa Ana, announced the formation of the "Movimiento Líderes por El Cambio", an election manifesto that can be used for future presidential candidacy.

Assessments and polemics

Salgado was perceived as a new phenomenon in Salvadoran politics. Political analysts assess his leadership behavior differently. It is seen as an option after the traditional political class has lost its credibility.

Some analysts rate his ability to have direct contact with the population as positive: The positive interpretation of Salgado's triumphal march reads as follows: The message is that once a matter has reached the hearts of the people, there is no economic power that can buy it.

But it is also warned of the danger of this personal and populist leadership.

Will Salgado has the profile of the populist leaders called Perú, Fujimori or Ollanta Humala , who got a high turnout in their favor because of the demagoguery they put forward.

His political career was not without controversy. In January 2007, the Washington Post published an alleged interview with Salgado, in which he admits he collected skulls from infants in the El Mozote massacre to use as candle holders. Salgado replied that he had given an interview to the US newspaper but denied such acts and assured them that it was a smear campaign against him.
