He then worked for a short time as a clerk in the VEB Bau- und Montagekombinat (BMK) Chemie Halle, in order to then study at the University of Applied Sciences in Cottbus from 1975. Bischoff finished his studies as a civil engineer in 1979. After completing his studies, he initially worked for a short time as a site manager at the Frankfurt / Oder housing combination, but in 1980 he had to do his 18-month military service. Afterwards, Bischoff worked in various functions from 1982 to 1989 at VEB water supply and wastewater treatment in Cottbus. After his membership in the People's Chamber, Bischoff registered as managing director in summer 1991 the Bischoff CCC & Co KG Cottbus as a company that ran a hairdressing and cosmetics salon. While he ended his management activity in 2000, he ran several district newspapers in Cottbus from 1999 to 2002. Bischoff then moved to an engineering office in Bochum, where he worked until 2003. Between 2004 and 2005 he worked as a specialist engineer for urban water management at eta-Aktiengesellschaft Cottbus, an engineering service company. Political career

Bischoff, who came from a Catholic family, was initially a member of the CDU between 1973 and 1978 . In November 1989 Bischoff became a member of the SDP founded in the GDR . With the formation of the SDP, from January 1990 SPD district associations in the GDR, Bischoff was elected chairman of the SPD district association Cottbus. This led to the fact that he stood before the then SPD minister of the Modrow government , Walter Romberg , on list number one in the constituency of Cottbus for the Volkskammer elections on March 18, 1990. Since the SPD was able to win 3 seats in this constituency, Bischoff moved into the last GDR parliament as a member. Nothing is known about further party offices after his membership in parliament.
