Life

Mills attended high school in Cranston , where he earned his degree in 1918, and the Wentworth Institute where he graduated 1,923th

From January 1939 to 1948, he was a Republican in the Rhode Island House of Representatives.

When the previous mayor of Warwick, Albert P. Ruerat , refused to run again in 1948 in order to run for the governor of Rhode Island in the same year , Mills applied to the primary of his party. However, he was subject to George Salter, who was favored by Ruerat and the party leadership. Mills then resigned from the party and ran as an independent (with the support of the Democratic Party ) in mayoral election. He won this against Salter with 7,881 to 7,335 votes. In 1950 he was re-elected when he was able to prevail with 8,257 to 7,710 votes against Thomas Casey Greene , chairman of the Republican Party of Rhode Island. In the mayoral election in 1952 he was defeated by the Republican candidate Darius L. Goff . Goff himself was replaced by Mills after one term after Mills achieved 12,473 to 10,197 votes in the next mayoral election in 1954. In 1956 Mills declined to run for mayor and withdrew from politics.

Mills was married.
